The European Union in the G20: a guide for Model G20 delegates
If you are assigned the European Union at a Model G20, you are not speaking for a country. The EU is a union of 27 member states, and the G20 is 19 countries plus two regional bodies, the European Union and the African Union. Three EU members, France, Germany and Italy, also hold their own seats. The EU is represented by the European Council and Commission Presidents, António Costa and Ursula von der Leyen. This guide reflects official sources, plus news reports for the latest events, as of 13 October 2026.
At a glance
- Founded (1993): "officially created" when the Maastricht Treaty entered into force on 1 November 1993, building on the Treaties of Rome (1957).
- People (2026): about 452.0 million (Eurostat estimate).
- Economy (2025): GDP of about US$21.2 trillion (World Bank).
- Currency (2026): the euro, used by 21 of the 27 since Bulgaria adopted it on 1 January 2026.
- Earliest G20 record we found (2008): at the first leaders' summit, in Washington. It has never hosted a G20 summit.
The European Union's G20 story
We found no official record of the year the EU first took its seat. At the first leaders' summit, in Washington in November 2008, a delegation led by Commission President José Manuel Barroso attended, and the Netherlands and Spain were listed as "representing the European Union". Since the Lisbon Treaty took effect on 1 December 2009, the EU has sent two leaders; at Seoul in 2010, for example, Herman Van Rompuy, President of the European Council, attended with Barroso. In the finance track, its seat goes to the finance minister of the country holding the six-month rotating presidency of the Council of the EU, with the European Central Bank.
At New Delhi in 2023, the EU joined India, the United States and others in launching the India-Middle East-Europe Economic Corridor (IMEC) at an event on the G7's infrastructure partnership. At Rio in 2024, von der Leyen said the EU would support the Global Alliance against Hunger and Poverty as a founding member. At Johannesburg in 2025, she and President Cyril Ramaphosa led a pledging event on the margins that, the Commission says, "secured €15.5 billion to boost clean energy in Africa". That was not a G20 decision.
What the European Union wants from the G20
These are the positions of EU leaders and EU law, not agreed G20 positions. We found no EU statement of priorities for the 2026 US presidency, and some points are contested.
- Rules-based trade. At Johannesburg, von der Leyen said: "We want the World Trade Organisation to be at the centre of this system. But it requires deep and comprehensive reform." At the time, she put the EU's trade deals at "44 agreements with 76 partners".
- Climate. The EU has a legally binding headline goal of a 90% emissions cut by 2040 against 1990, with a domestic target of 85% and up to 5% from international carbon credits, and a legally binding goal of climate neutrality by 2050. Since 1 January 2026 its carbon border adjustment mechanism (CBAM) has been in its definitive regime, which, the Commission says, means imports such as steel, cement and fertilisers carry a price that "reflects their embedded carbon emissions".
- Energy, debt and Africa. "Of the €2 trillion invested globally in clean energy last year, only 2% was in Africa," von der Leyen told leaders at Johannesburg in November 2025. With the African Union, the EU encourages the G20 "to continue strengthening the Common Framework for Debt Treatments".
- Supply chains. Costa: "Diversifying supply chains and reducing dependencies is a priority for the EU."
- AI rules. The AI Act "became applicable on 2 August 2026, with some exceptions"; some high-risk rules start only in 2027 or 2028.
Contested: the Johannesburg Leaders' Declaration (2025) says climate measures, "including unilateral ones," should not become "a disguised restriction on international trade". It names neither the EU nor CBAM, but expect other delegates to quote it.
Alliances and groupings
- Other EU countries: beyond France, Germany and Italy, members attend as invited guests, such as Spain and the Netherlands in 2026, except in the finance track, where the finance minister of the presidency country speaks for the EU.
- G7: the Commission and European Council Presidents are listed among "G7 members" (Evian, 2026), besides the seven countries.
- African Union: at their Luanda summit in November 2025, the two welcomed "cooperation of both Unions as full members within the G20".
- Trade partners: an interim agreement with Mercosur has applied provisionally since 1 May 2026, and a 2025 deal with the United States set, in von der Leyen's words, "a single 15% tariff rate for the vast majority of EU exports".
The European Union and India
India was "amongst the first countries" to establish diplomatic relations with the European Economic Community, in 1962, and the two have held 16 summits. At the 16th, in January 2026, Costa and von der Leyen were Guests of Honour at India's 77th Republic Day, and the leaders announced the conclusion of negotiations on a free trade agreement (FTA).
- The FTA: the Commission calls it "the largest such deal ever concluded by either side". Beef, chicken meat, rice and sugar are excluded on the EU side, and India's Commerce Ministry says India "Safeguards sensitive Agricultural products and Dairy Sector". It is not yet signed: on 11 September 2026 the Commission asked the Council of the EU to approve signature, and the European Parliament and India must still act.
- Trade: the Commission says "The EU is India's third-largest trading partner, with trade in goods worth €118 billion in 2025." India counts by financial year and in dollars.
- At the G20: their 2026 Strategic Agenda commits them to "joint action in multilateral fora, including in the United Nations (UN) and the G20", and both back reform of the WTO and the UN Security Council.
- Different wording: their joint statement backs peace in Ukraine "through dialogue and diplomacy" without naming Russia, while the EU alone speaks of "Russia's war of aggression on Ukraine".
Recent developments
- Asheville (September 2026): on the US invitation to Russia's finance minister, Eunews quoted Commissioner Valdis Dombrovskis: "We do not believe at all that this is the time to normalise Russia's presence".
- Milwaukee (October 2026): the US-drafted trade ministers' summary says the most-favoured-nation principle "has failed to promote reciprocity and balance in the trading system", unlike the EU's WTO line. On the sidelines, Piyush Goyal and Trade Commissioner Maroš Šefčovič "Reviewed progress towards the signing and entry into force of the India-EU FTA", Goyal posted.
- Miami summit (December 2026): on 23 September 2026 the New York Times reported that Secretary of State Marco Rubio said President Trump had invited President Putin. A Commission spokesperson would say only, in effect, that the EU would see how the situation develops.
Representing the European Union at a Model G20
- Speak for the Union. Never call the EU a country or say one person leads it. Coordinate with France, Germany and Italy. On trade, the Commission speaks for all 27, because trade is "an exclusive competence of the EU".
- Likely allies. G7 partners on Ukraine, though the United States, this year's host, invited Russia's finance minister to Asheville; the African Union on debt and clean energy for Africa; India on WTO and UN reform.
- Likely red lines. Reasoning from EU texts: wording that sidelines the WTO, singles out CBAM, or accepts changing Ukraine's borders by force. Von der Leyen's first condition for peace is that "borders cannot be changed by force". Recent G20 declarations name no aggressor, so full EU wording on Russia is unlikely to win consensus.
- Expect pushback. Others may ask how the US deal fits von der Leyen's line "Tariffs are taxes." Of the deal itself she said: "Today's deal creates certainty in uncertain times."
- How to phrase positions. Borrow Costa's lines: "Multilateralism is not outdated" and "We are a predictable, reliable, and trustworthy partner."
- Documents to quote. Von der Leyen's Johannesburg statements (2025), the AU-EU Luanda declaration (2025) and the EU-India Joint Statement (2026).
