The United States in the G20: a guide for Model G20 delegates
If you are assigned the United States at a Model G20, you speak for the 2026 host and one of the G20's 19 member countries, which sit alongside the European Union and the African Union. The United States hosted the first G20 leaders' summit in 2008 and took over the presidency on 1 December 2025. Its leaders' summit is scheduled for 14 to 15 December 2026 at Trump National Doral Miami. This guide reflects official sources as of mid-October 2026.
At a glance
- System (2026): a constitutional republic with three branches. The President is head of state and head of government. The capital is Washington, D.C.
- Leaders (2026): President Donald J. Trump and Vice President JD Vance.
- People (2025): about 342 million (World Bank).
- Economy (2025): GDP of about US$30.77 trillion, or about US$90,000 per person, against about US$2,700 in India (World Bank).
- Oil (2023): the world's largest oil producer, at 21.91 million barrels per day of crude oil, other petroleum liquids and biofuels (US Energy Information Administration).
- G20 hosting (2008, 2009, 2026): Washington, 14 to 15 November 2008; Pittsburgh, 24 to 25 September 2009; the 2026 presidency.
The United States's G20 story
Washington hosted the first leaders' summit during the global financial crisis. Leaders stressed "the critical importance of rejecting protectionism" and pledged to "refrain from raising new barriers to investment or to trade in goods and services" for 12 months. At Pittsburgh in 2009 they designated the G20 "the premier forum for our international economic cooperation" and recorded: "We established the Financial Stability Board (FSB) to include major emerging economies".
In 2025 the United States did not attend the Johannesburg summit. On taking over, the State Department said the US would "return the G20 to focusing on its core mission of driving economic growth and prosperity to produce results." President Trump said South Africa would "NOT be receiving an invitation to the 2026 G20"; President Cyril Ramaphosa's office replied that "South Africa is a member of the G20 in its own name and right."
What the United States wants from the G20
These are the US government's positions; other members dispute several.
- A focused agenda. The presidency named "three core themes: unleashing economic prosperity by limiting regulatory burdens, unlocking affordable and secure energy supply chains, and pioneering new technologies and innovations," served by four working groups: Trade, Growth and Deregulation, Innovation and Energy Abundance.
- Trade. The US wants "fair, reciprocal, and balanced trade". At the Milwaukee trade ministerial, Trade Representative Jamieson Greer listed "structural excess capacity and production, the Most-Favored-Nation principle, and forced labor in global supply chains" among its workstreams.
- Finance. Treasury Secretary Scott Bessent's agenda covers "excessive global imbalances", "debt transparency" and "a vibrant digital assets ecosystem".
- Energy. The US invites the G20 to embrace "each nation choosing its own energy mix, but all committed to the principles of energy security, abundance, addition, and affordability".
- Climate (contested). The November 2025 National Security Strategy says "We reject the disastrous 'climate change' and 'Net Zero' ideologies". The US withdrawal from the Paris Agreement took effect on 27 January 2026. India and other members treat climate finance and net zero as real commitments.
- Institutions. In April 2025 Bessent said "America First does not mean America alone." In January 2026 the US ordered its withdrawal from 66 organisations, including the UN Framework Convention on Climate Change and the International Solar Alliance, but not the G20, the WTO or the Financial Stability Board.
- Technology. The 2025 AI Action Plan backs "Removing onerous Federal regulations that hinder AI development and deployment". A September 2026 executive order tells the executive branch to use "Super Intelligence" and "SI" in place of AI.
Alliances and groupings
- G7: a member. In June 2026, G7 leaders restated "shared concerns regarding non-market policies and practices (NMPPs)".
- NATO: a member since 1949, in an alliance of 32.
- UN Security Council: one of the five permanent members, so it can block substantive decisions.
- USMCA and the Quad: a trade agreement with Mexico and Canada, and a grouping with India, Japan and Australia.
On 7 October 2026, 14 economies, including India, Japan, the European Union and Poland, joined the US in a statement on excess capacity; China, Brazil, Russia, Saudi Arabia and Indonesia did not. Poland is a guest: the State Department calls it "the only full guest participant of the U.S. host year".
The United States and India
India's Ministry of External Affairs (MEA) describes "a comprehensive global strategic partnership" and says the US is India's largest trading partner, with trade of about $210 billion in 2024. In February 2025 the leaders set a goal of "aiming to more than double total bilateral trade to $500 billion by 2030".
On 6 February 2026 the two sides reached "a framework for an Interim Agreement regarding reciprocal and mutually beneficial trade". We found no document showing a final agreement. The White House says an extra 25% tariff was removed in recognition of "India's commitment to stop purchasing Russian Federation oil"; the MEA brief does not mention this. US tariffs have changed since, so do not quote a current rate.
Ties include a ten-year defence framework signed in October 2025 and, by the MEA's count, about 5.4 million Indian Americans and people of Indian origin. Frictions include "a payment of $100,000" required with certain H-1B visa petitions since September 2025, and the US order to withdraw from the International Solar Alliance, which India launched with France in 2015.
Recent developments
The tariff ruling. On 20 February 2026 the Supreme Court held, 6 to 3, that "IEEPA does not authorize the President to impose tariffs." IEEPA is one emergency-powers law, so the ruling did not end all tariffs: the same day a temporary 10 percent surcharge was imposed under another law, and in July 2026 Section 301 tariffs followed on 60 economies for failing to ban forced-labour imports.
G20 meetings. The Asheville finance statement was "agreed by all G20 members present except China, which objected to paragraphs 4, 10, 11, and 13." At Milwaukee, the US chair's statement says members reached consensus on a statement on the weaponization of food, but only the United States, Argentina and Mexico backed one on forced labour.
China. After President Xi Jinping's state visit in September 2026, the White House said both leaders were "intending to attend each other's Summit". Attendance in Miami is not confirmed.
Representing the United States at a Model G20
- You may be the host. If your conference treats the US as the presidency and consensus fails, do what the US did in 2026: issue a chair's statement and footnote who objected.
- Likely allies. Argentina and Mexico on forced labour; the excess capacity group, including India, Japan and the EU; and G7 partners on non-market policies.
- Likely red lines. Reasoning from US documents: new climate finance targets (Bessent criticised "poorly defined and arbitrary climate financing targets"), net zero language, the OECD global tax deal, which the US says has "no force or effect in the United States", and text condemning unilateral tariffs.
- Expect pushback. Others may quote Washington 2008 against protectionism or raise South Africa's absence. Make the US case for "fairness, reciprocity, and balance", and present the South Africa decision as your government's view, which South Africa disputes.
- How to phrase positions. Use US vocabulary: "Energy Abundance", "removing regulatory burdens", "fair, reciprocal, and balanced trade" and sovereignty.
- Documents to quote. The Pittsburgh statement (2009), the National Security Strategy (November 2025), the State Department's presidency note (1 December 2025) and Greer's Milwaukee remarks (30 September 2026).
